The design of urban areas to promote of regional independence is discussed by means of analyzing the crucial factors. The paper focuses on three aspects of urban areas namely (1) decreasing population and the aging society, (2) renovating large cities combined with metropolitan functions and problems related to the primate city of Tokyo and development of lively urban areas, and (3) strategically improving provincial cities. The first part of the paper reviews the population of Japan had a peak last year and certainly comes into the decrease phase. In the second part of the paper urban areas renovations to develop more vibrant economic societies, including change structure in Japan from the single hub of Tokyo and urban improvement for development of better national land structure, is analyzed. The final part of the paper considers strategies to improve provincial cities. Because of the changes in industrial structure, most of the smaller local cities are losing their vigor and are not effective as regional bases. Combined with the situation of Japan, grand design for urban environments has been put forward in national development plan of Japan.英語フィールド
