Objective: To develop Assessment Scales for improving student’s ability in town planning participation joining reformation project “Center of Community” , the linkage reformation project, is introduced to encourage Japanese University as a center of community. Procedure: We drafted an ability for participation in town planning performance Rubric and questionnaire. We distributed personal response questionnaires to 58 Saga university’s Department of Civil Engineering and Architecture students who participated in an event of lighting project called Saga light fantasy in 2016. 30 of the returned questionnaires was analyzed using maximum-likelihood method in factor analysis , to develop the assessment scale. Results: The Rubric consists of 11 items for investigation. We attempted factor analysis on 10 items excluded one item because it showed ceiling effect, and finally adopted 1 factor and 8 items. Cronbach’s alphas of the one factor was more than 0.70. The questionnaire consists of 25 items for investigation. We attempted factor analysis on 16 items excluded nine items because it showed ceiling effect, repeated factor analysis using varimax rotation, and finally adopted 2 factors and 15 items. Cronbach’s alphas of the two factors were all more than 0.70. Discussion: As a result of the study, the ability in town planning participation performance using Rubric consists of 8 items and questionnaire consists of 15 items , they were suggested that they have potential to be an indicator for evaluating the student’s awareness regarding personal thinking and surroundings concern.
