Moreover to revitalize it the present development act and the system of landownership hinders the renewal process. Thus the branch offices are shifting in the nearby big cities and consequently population diminishes from this area. This study intends to make a way of promoting a new development act in favor of urban renewal and thus to improve the environment of Saga city center area by applying this. At present the system of sky rate is used in Japan in regulating building height. This study reveals that most of the plots in the study area are very small about 100-300 m2. The existing floor area ratio is very low and the average is 185% whereas the permitted floor area ratio is up to 500%. The simulation models are made on the existing sites and on the consolidated sites with different floor area ratio and with varying shapes and positions of building. Finally the evaluation of these models shows that the front open space model is the best in respect of sky rate. But this model is likely to be undesirable for the character of this area and for the view along a city's main street. Hence building set-back and back open space model is regarded as the most effective model for this area.英語フィールド
